South Bend Housing Affiliate (SBHA) is an autonomous housing agency founded in 2025 by the South Bend Housing Affiliate Board of Directors to provide financing and programs that offer quality affordable housing to residents in South Bend, IN. South Bend Housing Affiliate does not administer public housing or Section 8 housing vouchers. South Bend Housing Affiliate offers programs and incentives designed to support HUD's decent, safe, and sanitary (DSS) Housing Quality standards. Needs based programs include the Emergency Assistance Program (EAP).
SBHA will guide low- to moderate-income households through a comprehensive program that leads to financial wellness, home buyers' education, downpayment assistance, and eventually homeownership for those who qualify. South Bend Housing Affiliate was created to serve as a “conduit issuer” of tax-exempt bonds to finance privately developed and/or revitalized affordable housing options within communities in South Bend, IN.
